REGIONAL plan for 2007-2013 RURAL DEVELOPMENT

When you come into force on Rural Development Program 2007-2013 and will be published when its calls for funding?
The Rural Development Program (RDP) 2007-2013, prepared by the Region Emilia-Romagna in close collaboration with the regional partnership under Reg. The requirements to potential beneficiary are to be farmer to art. 2135 of d.c. and be provided with appropriate and consistent training. This training is achieved by participating in specific courses organized by the Vocational Training Centers that are distributed in the region. What facilities are planned for a young man who wants to buy agricultural land?

I am under 40 years and I intend to contribute to the premium required by Measure 112 "Setting up young farmers", so I'm buying a plot of about 8 hectares. I have to open the VAT before or after the demand for access to aid from the RDP? I must also purchase the land as private or can buy it as an entrepreneur?
First it is suggested to evaluate the overall good timing involving the establishment, demand and the Business Development Plan (which must be contained in the application).
